State Tax Revenues Start Rebounding
Tax collections for states across the country rose by 2.2 percent in April-June, the second consecutive quarterly increase, according to preliminary data in this “flash” report. Sales tax revenues were particularly strong, rising 5.9 percent compared to a year earlier. Yet revenues remain sharply below pre-recession levels.

Better Processes Needed for Medicaid Savings

The report examines differences in Medicaid nursing home eligibility denials among counties as an illustration of the challenges the state will face in taking over administration of Medicaid.

State Jobs Lowest Since Recession Began
Total employment by state governments has dipped below its level at the start of the recent recession for the first time, according to this Institute “Data Alert.” After rising for eight consecutive months after the recession began in December 2007, state and local government employment has declined for 17 of the last 23 months as states have experienced record declines in revenue.
